Urban Development Expert – Sustainable Cities Projects

About the role

NTU International A/S is building a talent pool of Urban Development Experts to support the Global Gateway Transport and Urban Facility 2 project. The role involves providing short‑term technical assistance on sustainable urban projects worldwide, with a focus on Sub‑Saharan Africa, Latin America, the Caribbean, and Asia‑Pacific.

Key responsibilities

• Identify, prepare, appraise and implement sustainable urban development projects and programmes.
• Conduct urban diagnostics, prefeasibility and feasibility studies, technical assessments, and economic and financial analyses.
• Support integrated urban and land‑use planning, and the preparation of urban development strategies, master plans and smart‑city concepts.
• Advise public authorities on urban policies, regulatory frameworks, institutional arrangements and governance reforms.
• Develop urban investment pipelines aligned with Global Gateway and European Green Deal priorities.
• Integrate sustainable mobility, climate‑resilience, nature‑based solutions, green infrastructure and disaster risk reduction into urban plans.
• Promote socially inclusive development, including gender equality, accessibility and human‑rights considerations.
• Assist in identifying financing mechanisms, private‑sector participation and PPP models.

Required profile

• Proven experience in urban development, planning, infrastructure or sustainability disciplines.
• Demonstrated ability to conduct technical, economic and financial assessments for urban projects.
• Experience advising public sector clients on policy, regulatory and governance issues.
• Familiarity with climate‑resilience, smart‑city and green‑infrastructure concepts.
• Willingness to work on short‑term assignments in diverse geographic regions.
