Consultant National – Questions transversales – Évaluation du Cadre ONU

About the role

UN Women is seeking a National Consultant to lead cross‑cutting aspects of an independent evaluation of the United Nations Sustainable Cooperation Framework (UNSDCF) 2023‑2027 for Burundi. The evaluation will take place in 2026, during the penultimate year of the programme cycle, and will inform the next programming phase.

Key responsibilities

• Design and implement the evaluation methodology, including data collection, stakeholder interviews and document review.
• Assess the relevance, coherence and effectiveness of the UNSDCF in relation to Burundi’s national development priorities, the Sustainable Development Goals and the African Union Agenda 2063.
• Analyse the contribution of UN interventions to national development outcomes and to the most vulnerable groups.
• Prepare a comprehensive evaluation report with evidence‑based findings and strategic recommendations.
• Present results to UN Country Team, government officials and development partners.

Required profile

• Advanced university degree in development studies, public policy, gender studies or a related field.
• Proven experience conducting evaluations for UN programmes or international development projects.
• Strong knowledge of Burundi’s development strategies, the SDGs and UN coordination mechanisms.
• Fluency in French and English (both written and spoken).

• Expertise in evaluation methodologies and impact assessment.
• Advanced analytical and report‑writing abilities.
• Capacity to engage with a wide range of stakeholders, including government, civil society and UN agencies.
