Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme. The role will support evidence‑based decision‑making and contribute to a sustainable African space ecosystem.

Key responsibilities

• Develop and refine indicators, baselines and data collection protocols for a multi‑partner, donor‑funded programme.
• Lead data gathering, analysis and evidence consolidation to assess programme impact.
• Produce regular monitoring reports, evaluation studies and learning briefs for stakeholders.
• Provide technical guidance on results‑based management and learning processes.
• Collaborate with EU and African partners to ensure alignment with policy and investment objectives.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics or a related field (or equivalent professional experience).
• Minimum 8 years of experience in monitoring, evaluation, results‑based management or applied data analysis.
• At least 4 years designing or operating MEL frameworks for complex, multi‑partner programmes.
• Strong command of English; French or Portuguese is an asset.
