Country Lead – Health Systems Strengthening (Burundi, WISH 2)

About the role

The Country Lead – Health Systems Strengthening will drive the design, implementation and monitoring of WISH 2 interventions in Burundi. Working closely with the Regional Lead, the IPPF Country Manager and local partners, the role focuses on improving the policy environment and increasing domestic investment in sexual and reproductive health and family planning.

Key responsibilities

• Lead the development and execution of a technical assistance (TA) plan that aligns with national SRHR policies and strengthens health system financing.
• Build and maintain effective relationships with the Ministry of Public Health, civil society organisations and other key stakeholders.
• Continuously assess political‑economy dynamics and adapt TA approaches to reflect emerging opportunities and constraints.
• Collaborate with the Country Manager to produce the annual work plan, ensure quarterly milestones are met and report on log‑frame indicators related to domestic financing, policy and accountability.
• Adapt and apply WISH 2 tools such as budget analysis, tracking and diagnostic instruments to support national ownership of SRHR initiatives.
• Lead the preparation of terms of reference, milestone reports and contribute to quarterly programme reporting.

Required profile

• Proven experience leading health‑systems strengthening or technical assistance programmes in low‑resource settings.
• Strong understanding of sexual and reproductive health and rights (SRHR) policy environments and domestic financing mechanisms.
• Demonstrated ability to work with government ministries, NGOs and international partners.
• Experience conducting political‑economy analysis and integrating findings into programme design.
