HSES Director – Health, Safety, Environment & Social

About the role

We are seeking a dynamic HSES Director to lead health, safety, environmental and social performance for a new electricity distribution utility in Burundi. The role will be based on‑site, overseeing construction activities and driving a zero‑harm culture across the organization.

Key responsibilities

• Lead and take full accountability for HSES performance during construction of electricity infrastructure.
• Develop and implement a comprehensive HSES strategy and risk‑management framework.
• Promote a zero‑harm culture through leadership engagement and behavioural safety programs.
• Ensure compliance with occupational health & safety legislation, company standards and ISO 45001.
• Oversee incident prevention, investigation and root‑cause analysis to drive continuous improvement.
• Develop, implement and continuously improve HSES management systems, policies and procedures aligned with ISO 14001, ISO 45001 and IFC Performance Standards.
• Monitor and report on HSES KPIs, focusing on safety performance indicators.
• Establish robust risk identification and mitigation processes, leading internal audits and inspections.
• Provide technical guidance, coaching and mentorship to HSES team and operational leaders.

Required profile

• Senior‑level professional with extensive experience in health, safety, environment and social management within large construction or utility projects.
• Fluent in both French and English to communicate effectively with a diverse workforce and external stakeholders.
• Proven track record of establishing world‑class safety cultures and leading zero‑harm initiatives.
• Strong leadership, analytical and risk‑management capabilities.
