HSES Director – Health, Safety, Environment & Social

About the role

We are looking for a highly analytical and hands‑on HSES Director to lead health, safety, environmental and social performance for a new electricity distribution utility in Burundi. The role will shape a world‑class safety culture, drive proactive risk management and ensure compliance with international standards during the construction of power infrastructure.

Key responsibilities

• Lead and own HSES performance across all construction activities.
• Develop and implement a comprehensive HSES strategy, risk‑management framework and zero‑harm culture.
• Ensure compliance with occupational health & safety legislation, ISO 45001, ISO 14001 and IFC Performance Standards.
• Oversee incident prevention, investigation, root‑cause analysis and continuous improvement.
• Design, implement and continuously improve HSES management systems, policies and procedures.
• Monitor, report and act on HSES KPIs, with a strong focus on safety indicators.
• Establish robust risk identification and mitigation processes, lead internal audits and inspections.
• Manage contractor HSES risk and provide technical guidance to operational leaders.
• Mentor, develop and coach the HSES team and on‑site safety officers.

Required profile

• Proven experience leading HSES functions in large‑scale construction or utility projects.
• Strong analytical mindset with meticulous attention to detail.
• Fluency in both French and English for effective communication.
• Demonstrated ability to embed safety excellence and drive cultural change.
