Senior Corridor Performance Observatory Expert

About the role

NTU International is looking for a senior expert to lead the establishment and operationalisation of Corridor Performance Observatories across the ECOWAS region. The role supports the EU‑funded Technical Assistance project aimed at improving transport governance, corridor efficiency and climate‑resilient mobility in West Africa.

Key responsibilities

• Support the creation and launch of regional and national Corridor Performance Observatories.
• Provide technical assistance on performance monitoring systems, logistics indicators and transport analytics methodologies.
• Develop harmonised data‑collection methods and performance frameworks for transport corridors.
• Advise on digital dashboards, observatory platforms and real‑time monitoring tools.
• Ensure interoperability between national observatories and regional monitoring platforms.
• Prepare performance reports, analytical studies and logistics assessments.
• Monitor key indicators such as border crossing times, transport costs, infrastructure condition and logistics efficiency.
• Coordinate with ECOWAS institutions, customs authorities, transport agencies, corridor stakeholders and development partners.
• Deliver workshops, training sessions and capacity‑building activities on observatory operations.

Required profile

• Master’s degree in transport economics, logistics, data analytics, information systems, transport planning or a related field.
• Minimum 10 years of professional experience in corridor performance monitoring, logistics analysis or transport observatories.
• At least 7 years of experience specifically with corridor observatories, transport monitoring systems or logistics analytics.
• Proven experience in international development cooperation and donor‑funded programmes, preferably in Sub‑Saharan Africa.

Required skills

• Technical expertise in transport and logistics performance monitoring.
• Knowledge of digital dashboard design and real‑time data integration.
• Experience with harmonising data collection methodologies across multiple jurisdictions.
• Ability to produce analytical reports and facilitate capacity‑building workshops.
