Refugees and Returnees Programming Manager

About the role

The Refugees and Returnees Programming Manager leads the design, implementation and monitoring of protection, shelter, WASH, livelihoods and reintegration activities for displaced populations. This senior position coordinates field teams, partners and donors to ensure safe, dignified and effective service delivery.

Key responsibilities

• Oversee day‑to‑day management of refugee and returnee programmes across sites and camps.
• Develop and monitor project plans, budgets, timelines and compliance with grant agreements.
• Coordinate assessments, vulnerability screenings, case management and protection referrals with UN agencies and local actors.
• Lead MEAL implementation, data collection, analysis and reporting at field level.
• Ensure protection principles and safeguarding standards are applied throughout operations.
• Manage grant reporting, audits, financial tracking and compliance checks.
• Represent the organisation in coordination meetings with UNHCR, ONPRA, local authorities and partners.

Required profile

• Proven experience managing humanitarian programmes for refugees and returnees.
• Strong knowledge of protection, safeguarding and PSEA standards.
• Experience in grant management, budgeting and donor reporting.
• Ability to coordinate multi‑stakeholder teams and liaise with UN agencies.
• Excellent analytical and reporting skills in a field‑based context.
