Refugees and Returnees Programming Manager

About the role

The Refugees and Returnees Programming Manager will lead the design, implementation, and monitoring of protection, shelter, WASH, livelihoods and reintegration activities for refugees and returnees across field locations in Burundi. The role ensures that programmes are delivered safely, with dignity and in line with grant requirements.

Key responsibilities

• Oversee day‑to‑day management of refugee and returnee activities, coordinating assessments, vulnerability screenings and home visits.
• Develop and monitor project plans, budgets and timelines; ensure compliance with grant terms and reporting obligations.
• Review grant agreements, track financial reporting, conduct audits and submit accurate reports to funders.
• Integrate protection principles, manage case referrals and support persons with specific needs in collaboration with UNHCR, ONPRA, IOM and other partners.
• Lead MEAL implementation at field level, ensuring data quality, community feedback mechanisms and learning reviews.
• Represent the organization in coordination meetings with UN agencies, camp management groups and local humanitarian forums.

Required profile

• Proven experience in field programme coordination and oversight within humanitarian settings.
• Strong background in project management, grant management and compliance reporting.
• Demonstrated knowledge of protection mainstreaming, safeguarding and PSEA standards.
• Experience leading MEAL activities and handling community feedback mechanisms.
• Ability to work with diverse partners, including UN agencies and local authorities.
